SIM7100A does not connect to the operator

Hello, the problem I have is the following, I bought a module sim7100A, I’m from Paraguay, and here there are only 3 telephone operators which are Tigo, Personal and Claro, operate in B5 / 850MHz and B2 / 1900MHz, and according to the manual working frequencies correspond to the area, but the module is flashing every 200ms which indicates that data is being transferred, and something that I tried was also to make a call and the answer was that the module was busy, then disconnect the source of power, I tried the call again and he replied that the module was out of service.
Below I present the commands that I tried along with their answers:
Command: AT + CSQ
Answer: + CSQ: 14.99

The 99 means not known or not detectable

command: AT + CREG?
Answer: + CREG: 0.1
which apparently indicates that it is registered, but it does not stop flashing every 200ms, and when I try to make a call with the ATD command, NO CARRIER answers me.
I have worked with the SIM900 and SIM808 before, but never face a similar problem.
